IMO, belt straps are garbage. The concept seems sound, however there are a few reasons why it's not:
1) Cyclic tugging is good for skin growth but not so good for other tissues.
2) Inconsistent tension (along with cyclic) can encourage toughening versus growth. You don't end up with the fatigue that others get with weight or spring tension.
3) It ends up being on your mind constantly. You worry about maximizing tension and will find yourself shifting around a lot.
4) Impossible to conceal without the baggiest of clothes. At the belt-line sucks, over the shoulder is worse, down the leg is almost tolerable, but none are very concealable.
5) Sometimes a body position will yank the hell out of you (you drop something or trip). If this happens with any vacuum device it can pull a blister right then and there.
6) The documented best-known growth is caused by consistent unrelenting tension (even if it's very low). Belts cannot deliver this.
I've never known anyone who reported success using a belt. As I said, they seem like good ideas but are ultimately frustrating and a waste of money.
