I ask this because, generally, if you've been involved with P.E. for a brief period of time you'll have under taken some of the basic elements such as KEGELS for PC strength as well as what a lateral stretch on the tunica fells like from JELQING. It is likely that you are doing the exercise incorrectly, but if you're not very familiar with the workings of your penis then I would certainly take a step back to the first phase and go from there. Basic principles never change and they will provide you with the appropriate information and experience to move up in size and in complexity.
