I've only glanced at both of your links for about 2 minutes. From what I gather, you are taking too broad of a perspective of bioengineering and combining some technically unrelated things within bioengineering into your explanation for Penis Enlargement application.
However, the research is valid.
The first link is a new method for girth only. Instead of old fat or dermal graft methods, they insert a dermal implant (possibly grown from 1cc of your own scrotal tissue or certainly from somebody else) that will "biodegrade" and be "replaced" by your own skin because of it's "scaffolding" properties. The scaffolding element is "polylacti-co-glycolic acid scaffold (PLGA) made by Regen Biotech Inc., Sungnam, Korea ... from
Alkermes, Inc. of Cambridge, Massachusetts http://www.alkermes.com/".
They expect, and apparently have experienced, approximately 1.5 inches increase in girth by essentially adding/thickening your own skin on the outside of the tunica. In theory, you could do this as much as you'd like to get desired girth, but the result will likely be a less venous, less firm and more "penis pumped" penis. However, because you are not increasing tunica size, you would sill be able to get your normal erection.
Your second link appears to be a complete different method of bioengineering for all sorts of medical applications, really unrelated to the first link in method and application. Though, I really haven't dug around yet.
In general, tissue engineering is becoming more successful and thus so is organ replication and tissue/organ replacement. Scaffolding, Adult Stem Cell and Cloning seems to be the main areas of research and success from what I have read in general research.
As far as application of Penis Enlargement, it seems to me that it should be applied to tunica tissue engineering for widening and lengthening the tunica. This tunica surgery has already been tried for length and width with Saphenous Vein Grafts with success. With the tunica being large, the CC chambers are free to inflate to the new boundaries of the tunica. However, the capacity to fill the new size of the CC with blood for a strong erection does not appear to be easy to adapt to (though we know of many vasodilators to help temporarily ... and there are surgeries that have mostly escaped my memory like the one Supra went through to route other blood sources to the CC).

This tunica surgery, combined with moderate pumping appears to achieve phenomenal results for length and girth. I suppose a bit of IGF and PGE etc could only help more.
Would be interesting to see what else everyone can come up with.
I think advances in surgery are going to be the ideal answer to Penis Enlargement for most desiring men; because exercises are far too time consuming for most people's schedules and discipline ... and it only gets worse proportional to the extent you wish to grow. DLD's extraordinary success is due his extraordinary amount of time, discipline and passion. DLD will tell you how much it consumed his life and admit to the detrimental impacts despite his pleasing size increase.
