Yes and no.
Yes is the turtling I get when I lift, because the muscles need blood and you get the blood out from places your body doesn't need it (like the penis) and sends it to the muscles where it is in a big need. I always get huge turtling while doing aerobic or anaerobic physical activity.
No is because lifting increases you HGH (Human Growth Hormone) and Testosterone, which are vital to the process of growth. That's just my 2 cents, and my own opinion, I hope I was helpful
