So the idea is to put pressure on the glans with the cross taping and pressure around the base. Hoping to passively work girth....and I assume restore/stretch foreskin. Never heard or this done before. I have seen guys "ADC" with a cock ring or similar idea like a loosely fitted cable clamp. Never seen in all my years around the community someone report actual gains from it though. You're always free to experiment with your own idea though.
